An attached Structural Foundation will be moved to the bottom of the Column - The Revit Clinic

By design, a structural foundation will automatically attach to the bottom of a structural column. If you try to adjust the column base, the foundation will automatically move with it.

Though this is by design, if you need to move them independently, you can break the join by doing the following:

  1. Select the foundation element.
  2. Go to Modify Structural Foundations > Cut.
  3. Adjust the column as desired.
  4. Go to Modify > Paste Aligned > Same Place to bring the foundation back.
